About David Kutch

David Kutch is a Florida-licensed attorney and the principal of Solid Ground Access, with a decade of public sector civil rights enforcement experience centered on digital accessibility under Section 504 and ADA Title II.

For most of that decade he did the work directly rather than overseeing it: hands-on manual testing of digital properties, direct engagement with the organizations under review, and direct engagement with their vendors. In short, David's expertise is in delivering a close-up view of how regulators assess compliance and build cases. Front-line enforcement experience like this is uncommon among accessibility consultants.
